OSHC Educator Area Manager

OSHC Educator

Purpose of Position

The OSHC Educator is responsible for delivering high-quality care and education to school-aged children in an Outside School Hours Care (OSHC) setting. The role supports children’s wellbeing, learning, and development through engaging, play-based programs aligned with My Time, Our Place and the National Quality Framework (NQF).

When rostered, the Educator may also undertake the role of Responsible Person, ensuring the service operates in compliance with the Education and Care Services National Law and Regulations.

    Child Care & Supervision

    • Supervise and engage with children aged 5–12 years.

    Health, Safety & Wellbeing

    Child Safety

    • Promote a child safe environment and foster a child safe culture by ensuring Thrive OSHC implements practices that prevent harm and protect children and young people from abuse and neglect.
    • Maintain extensive knowledge of child protection legislation, mandatory reporting obligations.
    • Report all allegations, convictions or instances of misconduct, illegal or inappropriate behaviour or conduct by employees, students or volunteers to the coordinator/nominated supervisor, approved provider, regulatory authority or relevant authorities.
    • Ensure that child safety policies and procedures are adhered to when capturing, storing and transmitting images or videos of children and young people and when using digital technologies within the OSHC Service. Comply with all relevant legislation and Service policies that prohibit the use of personal electronic devices while directly working with children and young people.

    Communication & Relationships

    • Build positive relationships with families, children, and school staff.
    • Always practice and maintain confidentiality in accordance with policies and procedures.

    Responsible Person Responsibilities

    (When rostered as Responsible Person in accordance with Regulation 168 & 173)

    The Responsible Person is placed in day-to-day charge of the service and is responsible for ensuring compliance and safe operation during their shift.

    Key Responsibilities as Responsible Person

    • Ensure the service operates in compliance with the Education and Care Services National Law and Regulations.
    • Ensure educator-to-child ratios and supervision requirements are maintained at all times.
    • Oversee the safety, health, and wellbeing of all children and staff.
    • Ensure all policies and procedures are followed during operation.
    • Manage incidents, injuries, illness, and emergencies, including:
      • Ensuring appropriate documentation is completed.
      • Contacting families and Area Manager so relevant authorities can be notified.
    • Ensure accurate attendance records are maintained.
    • Respond to parent/guardian queries or concerns professionally.
    • Support and guide educators on shift.
    • Ensure the environment is safe, secure, and appropriately set up.
    • Make decisions in the absence of the Nominated Supervisor in line with service policies, seeking clarification and guidance from the Area Manager.
    • Ensure a Responsible Person is physically present at all times.

Area Manager

Purpose of Position

The Area Manager will apply their skills and knowledge to oversee compliance of services within their assigned area and operate under the direction of the OSHC Director and National Operations Manager and will work alongside other Area Managers.

Key Characteristics

The Area Manager will have the responsibility of overseeing a number of services in an assigned area. They will lead a team of Educators in the delivery and provision of high-quality services that operate in line with government regulations and legislation, National Quality Framework, and organisational requirements.

Essential Requirements

The Area Manager shall have the following knowledge, skills, and qualifications:

  • Hold a Bachelor or Diploma qualification within Childhood or Education (or other ACECQA recognised qualification), or a willingness to obtain.
  • Hold a current and valid Working with Children Check.
  • Hold a CHCPRT025 – Identify and Report Children and Young People at Risk (or equivalent).
  • Hold a current First Aid Certificate (HLTAID012) including CPR.
  • Hold a current Food Safety Supervisor certificate, or willingness to obtain.
  • A strong understanding of child protection regulations, legislation and reporting requirements.
  • A strong understanding of the National Quality Framework and compliance and regulatory requirements.

    Key Responsibilities

    The Area Manager will work directly with the National Operations Manager to oversee a group of OSHC services in a designated area, with responsibilities including leadership, financial management, operational oversight, and compliance. Key duties include managing budgets, ensuring high-quality service delivery, service promotion, supporting staff development and performance, and maintaining compliance with all relevant regulations and standards. The role requires strong leadership to manage staff across multiple sites, ensure high standards of care and education, and handle all operational and administrative aspects. This position requires the close collaboration and partnership with The National Operations Manager to ensure quality service delivery.

    Leadership and Staff Management

    • Assisting in the advertising, recruitment and selection of new staff.
    • Organise rosters for staff in assigned area, ensuring rosters meet ratio and budget requirements and ensure over rostering is avoided.
    • Checking staff timesheets at end of pay fortnight to ensure accuracy.
    • Lead, mentor, and support staff across multiple services, including regular site visits and working within assigned services as required.
    • Conducting performance reviews and foster a positive team culture and environment.
    • Organise and facilitate professional development for OSHC educators in assigned area.

    Operational Management

    • Oversee the daily operations of all centres in the assigned area, ensuring high-quality service and educational programs are delivered.
    • Organise for supply and resource ordering for services in assigned area, including reconciliation of funds received.

    Financial Oversight

    • Assisting in the oversight and management of our Child Care Management System, including new enrolments, casual bookings, family accounts, Child Care Subsidy and debt management.
    • Under the guidance of the National Operations Manager monitor services financial performance and viability, and ensure services operate within budget parameters reporting back to The Director.

    Compliance and Quality Assurance

    • Ensure all services comply with government regulations, quality standards, and Thrive OSHC policies and procedures.
    • Assist in the production and implementation of a Quality Improvement Plan and management of the Assessment and Rating process.
    • Oversee the resolution of complaints and incidents and follow-up procedures.
    • Liaise with National Operations Manager to make any necessary reports including to the Regulatory Authority through the NQAITS system.
    • Providing guidance to OSHC Educators on child protection regulations, and reporting requirements.
    • Ensure the safety and wellbeing of children, identifying potential risks and hazards and implementing risk management strategies.
    • Managing children with medical conditions and behavioural needs, including following policies and procedures in place, and developing Medical Management Plans, Risk Minimisation Plans, Behaviour Management Plans and Communication Plans.
    • Ensure compliance with WHS requirements to maintain a safe work environment and protect the health and safety of all individuals.
    • Develop healthy menus and promote healthy eating and learning experiences for children and their families.

    Strategic Development

    • In consultation with Director and National Operations Manager, identify service gaps, develop opportunities to meet community needs, and contribute to the overall strategic direction of the assigned area.
    • Field enquiries from prospective schools and liaising with the Business Development Manager, Director and National Operations Manager to establish services in the assigned area.

    Stakeholder Engagement

    • Act as a point of contact and build relationships with parents, staff, school principals and other stakeholders.
    • Assist in the development of surveys for parents, staff, children and schools.
    • Meet with host schools quarterly, to provide them with information related to service with support from the National Operations Manager.
    • Promotion and marketing of services in assigned area in consultation with National Operations Manager.

    Educational Leadership

    • Fulfil the role of Educational Leader within services in assigned area, including programming, planning, observations and reflections.
    • Providing mentoring and support to OSHC Educators on the development and implementation of the educational program within the service.
    • Ensure that the programs in the service are aligned with The Approved Learning Frameworks.
    • Supporting services with children with additional needs and liaising with Inclusion Support Professionals within the assigned area.
